At Harman Construction, we believe in creating spaces that strengthen communities. Our recent partnership with Harrisonburg’s Public Works Department reflects this mission, focusing on a transformative project to enhance the city’s infrastructure.

This two-story, 25,000-square-foot facility is designed to bring all Public Works operational and administrative staff under one roof, fostering enhanced collaboration among the department’s many divisions.

Collaborating closely with Tom Hartman, Director of Public Works, and JT Lam, Lead Superintendent from Harman Construction (pictured above), this design-build project showcased the power of teamwork and expertise.

Partnering for Progress

The Public Works Department is essential to Harrisonburg’s quality of life, with nearly 100 employees maintaining city streets, traffic signals, recycling programs, sustainable transportation, and environmental initiatives. Together, we worked to advance their mission of providing efficient public services and sustainable infrastructure.

Key Project Highlights

This was a design-build project—an area where Harman Construction truly excels. Our ability to manage both the design and construction phases ensured seamless collaboration with architectural partners Mather and Daly Architects, leading to a highly successful outcome. Key aspects of the project included:

Net-Zero Energy Design: Equipped with over 100 kilowatts of solar panels and 100% backup power.
Advanced HVAC System: The building utilizes a Variable Refrigerant Flow (VRF) system, offering flexibility with heating and cooling in different rooms simultaneously and achieving 20-30% more efficiency than typical HVAC systems.
Enhanced Security: Key fob entry systems ensure secure access throughout the facility.
Community Spaces: The facility includes a 140-person capacity training classroom for the Harrisonburg Fire Department and a dedicated sub-station with equipment storage areas for the Harrisonburg Police Department

Designed with ample natural lighting and spaces for both office and public meetings, this building is a welcoming environment for both staff and the community.
